Fatal Three-Vehicle Crash In Waukegan

There was a fatal car accident Thursday night (June 8, 2017) in Waukegan.  A driver has been charged with DUI in connection with the accident.

An excerpt regarding the crash, from the June 10, 2017 Chicago Sun-Times article titled “Man charged with DUI for fatal Waukegan crash“:

A man has been charged with DUI for a crash that killed his passenger and injured two other people Thursday night in north suburban Waukegan.

Shortly before 9 p.m., 27-year-old Max Barraza was driving a pickup west on Washington Street near Green Bay Road at a high speed when the truck rear-ended another westbound vehicle, according to a statement from Waukegan police. That second vehicle then spun into the eastbound lanes and hit a third vehicle.

A passenger in the pickup truck, identified as Adrian Biedzinski, 35, of Round Lake Beach, was trapped in the truck after the accident.  He died at the accident scene.

The two occupants who were in the vehicle that was rear-ended were taken to the hospital for treatment of accident injuries that were considered to be “minor” in nature.  No one else was injured in the crash.

An excerpt from the June 10 Daily Herald article titled “Spring Grove man charged with DUI in fatal Waukegan crash“:

Police investigators believe speed and alcohol played a factor in the crash. Toxicology results are pending, according to the police statement.

“Drugged Driving” As A Cause Of Vehicle Accidents

“Drugged Driving” (also called “drug-impaired driving”) is increasingly common, and has been a cause or contributing factor in many recent accidents in the greater Chicago area.  Drugs that are commonly used before driving include heroin, cocaine, crystal meth and marijuana, as well as prescription drugs.  However, many other drugs can be involved as well, some in combination.

On April 26, 2017, the Governors Safety Highway Association (GHSA) released a press release concerning “drugged driving.”  The release is titled “New Report Calls States to Take Action on Drug-Impaired Driving.”

A couple of notable excerpts from the release:

With more states legalizing marijuana and record numbers of people dying from drug overdoses, concerns about drug-impaired driving are escalating. While we have made progress in combatting drunk driving in recent decades, drug use by drivers continues to rise. In fact, in 2015 (the most recent national data available) drugs were present in 43% of the fatally-injured drivers with known test results, appearing more frequently than alcohol.

“As drunk driving has declined, drugged driving has increased dramatically and many of today’s impaired drivers are combining two or more substances, which has a multiplicative effect on driver impairment,” said Ralph. S. Blackman, President and CEO of Responsibility.org. “We are pleased to partner with GHSA to fill a critical gap. These training grants will prepare law enforcement to detect drug-impaired drivers and make roads safer for us all.”

As seen in the underlying “Drug-Impaired Driving” (pdf) report (updated April 2017):

  • In 2005 drugs were present in 27.8% of the fatally-injured drivers with known test results; this increased to 32.8% in 2009 and (as stated above) 43% in 2015 (page 9)
  • As seen on page 12 of the report, regarding the effects of marijuana on driving:  “In experimental settings, marijuana impairs psychomotor skills and cognitive functions associated with driving, including vigilance, time and distance perception, lane tracking, motor coordination, divided attention tasks, and reaction time (Capler et al., 2017; Compton and Berning, 2015; Hartman and Huestis, 2013; Kelley-Baker, 2014). Drivers may attempt to compensate by driving more slowly and increasing their following distance (Hartman and Huestis, 2013).”

Accidents Involving Driver Drug Use

On this site there are many accidents in which the driver was driving while intoxicated by alcohol before getting into an accident.  Those Lake County accidents are summarized in posts found under the “DUI” category.

There are many indications that drivers who are driving while under the influence of drugs is increasing.  Drivers can be under the influence of many types of drugs.  Common drugs which these drivers have taken include heroin, cocaine, LSD, PCP and meth; however, there are many other types of drugs including other opioids and prescription drugs.  Other types of drug usage includes inhaling and sniffing chemicals.  One of the most notable Lake County fatal pedestrian accidents of recent years involved a driver who was “huffing” before the crash.

The Grayslake Patch article of April 3, 2017, titled “Overdosing Man Crashes Vehicle Near Gurnee:  Police” discusses a Saturday, April 1 crash in Gurnee.  The driver, a 23-year-old man, was in an accident and appear to have suffered a drug overdose.

An excerpt from the article:

A 23-year-old man who was suffering from an opioid overdose was found unresponsive in his vehicle after crashing near Gurnee over the weekend, police said.

Deputies from the Lake County Sheriff’s Office were called to the scene of the crash in the area of Washington Street and White Oak Lane in unincorporated Gurnee at about 2 p.m. on Saturday, according to a news release.

DUI Enforcement Results In Lake County For 2015

On June 28, 2016 The Alliance Against Intoxicated Motorists (AAIM) of Schaumburg, Illinois published their 26th Annual DUI Arrest Survey. (pdf)

The survey covers DUI arrests for the year 2015. Nearly 700 Illinois police agencies were surveyed and 81% responded.

A detailed listing of survey results and participating departments can be found in the “2015 DUI Counts“, which includes statistics on a variety of Illinois municipal police departments’ DUI arrests as well as those of the Illinois counties’ sheriff’s departments and the Illinois State Police (ISP).

Of note, among those Illinois counties listed, the Lake County Sheriff’s Office had the highest DUI arrests, with 367.  On a per-officer basis, the “DUI Arrest Rate” is seen as 2.21.

Crash Involving Lake County Sheriff Police Car

There was a Lake County crash early Monday morning (February 8, 2016)  in which a car crashed into a Lake County Sheriff’s police car.

The accident happened at approximately 2:00 a.m., in front of the Beach Mobile Home Park.

An excerpt from the Lake County News-Sun article of February 8, 2016, titled “Beach Park man charged with DUI in crash with squad car“:

A Beach Park man has been charged with DUI after he allegedly caused a crash by turning in front of a sheriff’s squad car, police said.

The driver of the car was identified as Gregory Fowler, 67.  In addition to being charged with DUI, he was also cited for failure to yield.
