Crosswalks And Safety Issues Raised Concerning Usage

As previously discussed on this site, pedestrian accidents involving people who are walking in crosswalks at the time of the collision happen on a regular basis in the Chicago area.  As such, one question that has arisen is whether crosswalks offer a “false sense of security” for pedestrians and others, like joggers and bicyclists.

This issue of pedestrian safety as it pertains to crosswalk use is of great importance. As seen in many pedestrian accidents summarized on this site a broad range of injuries, many serious, can occur when a person is hit by a car or other vehicle.   Many of these pedestrian accidents have led to fatal injuries.  Various aspects of Lake County pedestrian accidents, including medical and legal issues, are further discussed on the “Lake County Pedestrian Accidents” page.

The issue of pedestrian safety as it pertains to crosswalks is discussed in the December 18, 2017 Daily Herald article (with video) titled “Walk at your own risk:  Drivers oblivious to suburban crosswalks.”  The article discusses various aspects of Illinois crosswalk use, as well as various problematical issues that are presented to those who attempt to use them to cross streets.  Among these problems is that cars don’t necessarily stop or slow down if pedestrians are at or in crosswalks, and that overall the situation is in many instances dangerous to walkers.

The zebra stripes and neon yellow sign invite you to cross. Drivers are supposed — indeed legally required — to stop. And yet, when Daily Herald journalists tested out suburban crosswalks, they found a survival-of-the fittest scenario with pedestrians on the losing side.

Illinois law requires drivers to stop for people within crosswalks and obligates pedestrians to take caution and not walk into the path of oncoming traffic.

But Daily Herald staff members not only encountered drivers who sped through crosswalks as they walked through, but they also experienced high-volume traffic that made it perilous to step onto the zebra stripes.

The Active Transportation Alliance studied crossing safety in 2014 and found 78 percent of all pedestrian crashes in Chicago occur within 125 feet of an intersection, and that older pedestrians are most at risk in crosswalks.

“People are not aware of the law, and our streets are designed in a way that encourages people to speed and drive recklessly,” said Kyle Whitehead, the alliance’s government relations director.

As seen in the article, Lake County crosswalks that are considered to be “Risky crosswalks” (10 busiest) is that at Butterfield Road south of Route 137 in Libertyville.

Unsolved Fatal Zion “Hit & Run” Pedestrian Accident

In the post titled “‘Hit & Run’ Accident Leads To Death Of Pedestrian” a fatal November 2017 pedestrian accident in Zion was summarized.  The pedestrian, Latatia Shepard, 47, of Zion, died at the accident scene, which was at Lewis Avenue and 21st Street.

While there are many reasons as to why a driver may flee an accident scene – and in this accident it has not been determined as to why the “hit & run” accident occurred – in many cases the driver will flee the accident scene because he or she does not want to have to encounter police.  The driver may be intoxicated by drugs or alcohol, or may be speeding or driving recklessly at the time of the crash.   As well, the driver may be driving in a stolen vehicle or otherwise may have been fleeing a crime scene at the time of the crash.

“Hit & Run” Accident Leads To Death Of Pedestrian

There was a fatal “hit & run” accident that led to the death of a pedestrian on Tuesday afternoon (November 7, 2017) in Zion.

According to Zion Police, the accident happened as a pedestrian was walking in the 200 block of Lewis Avenue at approximately 5:00 p.m. At that time she was struck by a northbound vehicle.

The pedestrian was identified as Latatia Shepard, 47, of Zion.

An excerpt regarding the accident, from the November 9 Lake County News-Sun article titled “Zion woman struck by vehicle, killed in hit-and-run“:

An autopsy Wednesday showed Shepard died of multiple traumatic injuries from being hit by the vehicle, according to Lake County Coroner Howard Cooper.

Electrician Fatally Struck By A Car November 2 In Park City

An electrician was fatally struck by a car Thursday (November 2, 2017) in Park City.

An excerpt regarding the fatal accident, from the Chicago Sun-Times article of November 7, 2017 article titled “Electrician fatally struck by car while working near road in Park City“:

Matthew Paulson, 28, was working on the side of the road near his parked vehicle on Greenleaf Street near Lake Park Avenue just before 11 a.m. Thursday, according to Park City Police Chief Walter Holderbaum. A southbound 2012 Chevrolet Malibu left the road and struck Paulson and his truck.

After striking Paulson, the car flipped over.

Paulson, of Barrington, died at the accident scene.

The driver of the Malibu, identified as a 23-year-old man, was taken to Condell Medical Center in Libertyville for treatment of his accident injuries.

It is unknown as to why the Malibu left the roadway.

The accident investigation continues, and the Lake County Major Crash Assistance Team is involved.

Fatal Waukegan Pedestrian Crash

There was a fatal pedestrian accident Sunday night (June 25, 2017) in Waukegan.

According to information provided by the Waukegan Police Department, the accident involved a southbound SUV hitting a man in the 200 block of North Green Bay Road.  The collision occurred at approximately 10:30 p.m.

The man, identified as a 39-year-old man from Grayslake, was pronounced dead at the accident scene.

An excerpt from the Chicago Sun-Times article of June 26, 2017, titled “Pedestrian fatally struck by SUV in Waukegan“:

Police said he was crossing the street when traffic was legally flowing. He was wearing a black t-shirt and blue jeans.

“It is possible that the darker colored clothing played a factor in the accident,” police said.

The driver of the SUV, identified as a 32-year-old woman from Waukegan, was not injured, nor were the four juvenile passengers in the SUV.

The traffic crash investigation is being conducted by the Waukegan Police Department’s Traffic Division.
