Fatal Beach Park Pedestrian Accident On Lewis Avenue

There was a fatal pedestrian accident Sunday (April 1, 2018) night in Beach Park.  The accident happened along Lewis Avenue.

Details on the accident appear somewhat limited at this time.

Information regarding the crash has been provided by the Lake County Sheriff’s Office and is seen in the April 2, 2018 Daily Herald article titled “Zion man killed in Beach Park crash.”  An excerpt:

A 2017 Toyota Tacoma was northbound on Lewis when it struck a black man wearing dark clothing, who was walking in the northbound lanes of the roadway at about 11:30 p.m. near Richard Park, the Lake County sheriff’s office said in a news release.

The man who was hit by the pickup truck died at the accident scene.  He was identified as Novotise A. Robinson, 45, of Zion.

The accident investigation is being conducted by the Lake County Sheriff’s Office Technical Crash Investigations Unit.

Pedestrian Accident Injuries And Their Potential Health Impact

Instead, the 51-year-old was at a nursing home, where she’s expected to spend her foreseeable future after sustaining a traumatic brain injury in the accident.

The mother of four daughters — her youngest is 13 — slid under Gary Thomas Schmalz’ vehicle when he struck her at the corner of Fillmore and Robert streets about 9:20 p.m. Sept. 27, 2017.

She was rushed to Regions Hospital, where she subsequently had to undergo seven surgeries to keep her alive. A portion of her skull was removed during one of the operations due to the magnitude of swelling in her brain.

Pedestrian Accidents That Occur While The Person Is In A Crosswalk

One worrisome aspect of pedestrian accidents is those that occur while the person is walking in a crosswalk.  Many such crashes have occurred.  One post that discusses the issue of how safe is it to walk in a crosswalk is discussed in the December 21, 2017 post titled “Crosswalks And Safety Issues Raised Concerning Usage.”

There was another fatal Chicago pedestrian accident in which the person hit was walking in a crosswalk at the time of the collision.  This accident happened on Tuesday night (March 6, 2018) in Chicago’s Greshamneighborhood.  A woman was fatally struck by a CTA bus.

According to various media sources the fatal accident happened as the bus was attempting to make a right-hand turn onto 79th Street from Lafayette Avenue.  The collision occurred at approximately 7:25 a.m.  The woman hit died at the accident scene.

The bus operator was cited for failing to drive with due care, police said.

Historical Trends Regarding Fatal Pedestrian Accidents

Pedestrian accidents remain a substantial traffic safety issue, both in the Chicago area as well as nationally.  Various statistics show that pedestrian accidents are at elevated levels when viewed from a historical perspective.

Recently the Governors Highway Safety Administration (GHSA) released a report on national pedestrian deaths titled “Pedestrian Traffic Fatalities By State:  2017 Preliminary Data.”

The Wall Street Journal article of February 28, 2018, titled “U.S. Pedestrian Deaths Near 6,000 for Second Straight Year, Report Says” discusses the report’s findings and the fatal pedestrian accidents trends.  As well, various reasons for the historically high level of fatalities are mentioned.

An excerpt from the article:

The report, written by Richard Retting of Sam Schwartz Consulting, estimates 5,984 people died on foot last year from car crashes, based on the 2,636 fatalities that states reported in the first half of 2017. In 2016, there were 5,987 pedestrian deaths nationwide, it said. The number of annual pedestrian deaths remained under 5,000 from 2007 to 2014, the report said, but has been trending higher since 2009.
Mr. Adkins said alcohol use is a “clear factor” in the rising death toll, noting that about a third of pedestrians killed in 2016 were legally drunk at the time. He called for public messaging akin to anti-drunk-driving campaigns. “If you’re too hammered to drive, you’re too hammered to walk, particularly at night,” he said.

Crosswalks And Safety Issues Raised Concerning Usage

As previously discussed on this site, pedestrian accidents involving people who are walking in crosswalks at the time of the collision happen on a regular basis in the Chicago area.  As such, one question that has arisen is whether crosswalks offer a “false sense of security” for pedestrians and others, like joggers and bicyclists.

This issue of pedestrian safety as it pertains to crosswalk use is of great importance. As seen in many pedestrian accidents summarized on this site a broad range of injuries, many serious, can occur when a person is hit by a car or other vehicle.   Many of these pedestrian accidents have led to fatal injuries.  Various aspects of Lake County pedestrian accidents, including medical and legal issues, are further discussed on the “Lake County Pedestrian Accidents” page.

The issue of pedestrian safety as it pertains to crosswalks is discussed in the December 18, 2017 Daily Herald article (with video) titled “Walk at your own risk:  Drivers oblivious to suburban crosswalks.”  The article discusses various aspects of Illinois crosswalk use, as well as various problematical issues that are presented to those who attempt to use them to cross streets.  Among these problems is that cars don’t necessarily stop or slow down if pedestrians are at or in crosswalks, and that overall the situation is in many instances dangerous to walkers.

An excerpt from the article:

The zebra stripes and neon yellow sign invite you to cross. Drivers are supposed — indeed legally required — to stop. And yet, when Daily Herald journalists tested out suburban crosswalks, they found a survival-of-the fittest scenario with pedestrians on the losing side.

Illinois law requires drivers to stop for people within crosswalks and obligates pedestrians to take caution and not walk into the path of oncoming traffic.

But Daily Herald staff members not only encountered drivers who sped through crosswalks as they walked through, but they also experienced high-volume traffic that made it perilous to step onto the zebra stripes.

The Active Transportation Alliance studied crossing safety in 2014 and found 78 percent of all pedestrian crashes in Chicago occur within 125 feet of an intersection, and that older pedestrians are most at risk in crosswalks.

“People are not aware of the law, and our streets are designed in a way that encourages people to speed and drive recklessly,” said Kyle Whitehead, the alliance’s government relations director.

As seen in the article, Lake County crosswalks that are considered to be “Risky crosswalks” (10 busiest) is that at Butterfield Road south of Route 137 in Libertyville.
